So for EU it happens on
1:00, 4:00, 7:00, 10:00, 13:00, 16:00, 19:00 and 22:00 server time.Update:
The rep token from the event is a daily reward.

Anyone knows how often you can get achievement credit? Each kill? Daily? Weekly?
EDIT: I did the event twice today, both kills were counted to achievement, so pretty easy to farm :)
