Attempted this achievement several times with several small groups yesterday, did it correctly, yet nobody received the credit. Submitted a ticket, this is an extract of the response I obtained:
"I have investigated your situation and have been able to find why you and your party were unable to get the achievement. To get the achievement, you need a party of 10 people as well with the other criteria in order to obtain it. Any less and the achievement will not be given out to you and your party."Perhaps they'll patch it out at a later date but it's a bit of a silly requirement. Important to remain informed on the matter, however!

Complete the Spoils of Pandaria encounter in Siege of Orgrimmar on Normal difficulty or higher without any raid member defeating both a Mantid and a Mogu enemy.

As of the Legion prepatch (7.0) you don't need full group. We just finished it as duo. Each took one side, then we swapped, pulled the leveler, did second part and finished with each leveler.
Sadly this achievement cannot be soloed. You need at least 2 players. One that could handle the Mantid boxes and the other, Mogu boxes.
