To start this quest chain you need to talk the the tauren (forgot his name, hes in a yellow paladin armor i believe) in "Shrine of two moons" and aceept "Meet the scout" quest, if you're a horde. You also need to complete this if you want to advance through the Wrathion legendary quest

And this is why I love the Horde and the Warcraft universe in general so much -- our moral ambiguity.

Half of me was thrilled and so proud to see the Horde battleships racing to the point in the cutscene, but when Vol'jin came to warn Garrosh, those were my exact feelings about both of our factions coming to Pandaria as well.

The cutscene didn't play for me either, and I was in some weird phase where it was basically an empty beach except Garrosh and I. I ventured further into the island (around the center) and then I shifted into the correct phase, so you might want to try that if you are having issues with the cutscene playing. Unfortunately, I didn't get to watch the cutscene, but at least I could finish my dailies.
