To increase the Archaeology skill cap to 700 you need to dig up the [item=109586], which has a chance to drop at any Draenor dig site for players with 575+ skill. After obtaining the journal, you simply right click it to increase the skill cap.

This has been changed. You can now loot the Brittle Journal even at skill lvl 1.
I recently leveled archaeology from 600 to 700, it goes like this: for each successful dig (when you uncover the item which contains the fragments) you receive one point and when you finally solve one common artifact you receive five points.
