I kept doing a loop around the following areas, killing pewling critters:
/way 48.86, 57.94
/way 51.40, 57.75
/way 53.70, 59.48
/way 49.98, 54.53
/way 52.69, 77.74

Using the macro:
/cleartarget
/tar Dream Badger
/stopmacro [exists]
/tar pewling
/use Arcane Shot

Finally found it at the last spot after about an hour! Happy hunting! This was by far the most frustrating, but you'll get it! Make sure to change the spell to your liking in the macro :)

Found in bushes after using [item=209944]

just keep circling and killing the critter version until a capturable one takes its place. Took me about 30 minutes once I had a decent loop worked out.

Superbloom does NOT need to be active to capture this pet.
Touch down at /way 44.41, 72.20, and kill all the critter versions around you.
Eventually, a capturable version will spawn.
Also check surrounding areas such as /way 50.13, 78.04

If you want to catch him you need toy: Friendsurge Defenders
Vendor with toy is in the same location like Dreamsurge symbol location.
Her name is: Celestine of the Harvest
Toy costs 500 Dreamsurge Coalescence.
You can earn this Dreamsurges if you will complete WQ, Do dreamsurge event or fly through green orbs.
After activation toy in Emerald dream zone you can start finding pet.
