You can get a Weather-Beaten Journal out of many fished trunks and crates, you can also get it from the daily quest.
This achievement allows you to find fish like you can find ore if you're a miner or herbs if you're an herbalist. Just choose to "Find Fish" on your minimap search feature, and then go near any body of water. If there is a school of fish nearby, it will tell you. The schools of fish will also sparkle. This allows for more serious fish catching! and the schools seem to last longer...though that may just be my perception.
