Unfortunately, it is character based. Both, the steps of the achievement as well as the title. Just bought all missing (and unnecessary) blueprints for 35k to get a nice title for my alt. However, only got the title for the main character (who has much better ones)

There are 72 total blueprints, and you only need 60 to get Grand Master Draftsman. The Master Builder doesn't require you to level your "gimmie" buildings, only the small, medium, and large plots.
So the lack of leveling your Pet Menagerie will not keep you from getting this achievement.
This is a very expensive title that only binds to one of your characters, please keep this in mind if you're looking to get this achievement. It's quite an investment for anyone looking to get this fast, several thousands of gold.
