You must complete five of the delver’s call quests spread throughout the zones, locations and quests listed below. They were available on alts in adventure mode without doing any other quests in the area.

I'm not sure if they were removed, will be added later, or if there are any other prerequisites. I see parchment hanging in that spot but it you can't interact with it.
