This was giving me some trouble so I found a way to beat it in 23-25 seconds every time. The layout of the challenge course is the same 9 rings as the normal one but with no green energy charge thingies.

So looking out from the timekeeper, north toward the course, you will have a square of 4 rings below and 4 above you with 1 additional in the middle height. Thinking of these as squares helps you to remember to get them all because you just need to get the 4 corners of both lower and higher height and the middle single one. This is probably too spelled-out but there is a lot of annoying quick turns to find the next ring and you have to save your skills and use them wisely and time them so you don't hold them or waste them. You will be sort of running on fumes the whole time. (SURGE = Surge Forward, ASCENT = Skyward Ascent)

(Bottom and middle rings)
If you are getting stuck in bushes, try to hit the top of the rings instead of the center. Be moving forward as the timer counts down so you can drop off the cliff and start gliding straight down to the nearest ring below you, allowing you to use your skills. As soon as you are free of the cliff, SURGE down into that first ring to gain speed and as soon as you are through the first ring(1), ASCENT up through the middle height center ring(2) and then angle yourself back down to get the lower ring(3) opposite the first. (The first three are in a straight line, down-up-down, from south to north.) Turn sharp left (west) to start cleaning up the 2 rings remaining on the lower square. As soon as you are turned toward the left side lower ring, SURGE to it(4) and then another sharp left turn again to get angled to the last corner of the lower square; SURGE again to the last lower ring as soon as you are turned toward it(5); you MUST have at least 1 charge once through that lower final ring but you should be close to having 2 charges. You will need to be able to ascent and then surge back to back quickly.

(Top rings)
As soon as you are through the last lower corner, you will need to ASCENT upward and to the right (back slightly toward the time keeper) to get the first corner ring of the upper square(6) [On the map, this is the south east (SE) corner of our 'square', the order for the top square rings will be SE, NE, NW, SW, back to Timekeeper in a big circle]. (Traveling from the lower last corner up through the first corner of the upper square and into the next ring will be a big, right turning upward spiral.) Once through the SE ring, continue turning right to go northward to find and angle toward the NE ring(7) and SURGE toward it. From there, keep turning left to pick up the last 2 rings, (8) and (9) and return down to the time keeper. You will have some speed generated and will be at the top level of the course. You should be able to get 2 more vigor charges to use on SURGE before the end. Use your vigor charges for the straightaways, not the turns. It worked better for me to get angled straight toward the ring and then hit the skill to get the most out of it.
