To clarify, the ensemble item that triggers the achievement is this one: [item=184442].
For Alliance, it is sold by [npc=143560] located in "Salt and Shanty" PvP building at Ashvane Docks in Boralus and
for Horde it's from [npc=143555] at Mugambala in Zuldazar.
so the appearance for this has disappeared from the tab but the achievement remains. I think i was 2 pieces from the set. hopefully they put a way in for us to get it back
