I hacked this around until I got a simplified version that just returns the number of protoform creatures you've created (which is the actual criterion of this series of achievements).

How to unlock the [npc=184172]:

1. 
   
2. Complete 3 parts of the main campaign in the Secrets of the First Ones Forming an Understanding
   This will give you access to the [npc=181397]

4. Now you need to collect [currency=1979] from rares, treasures, world quests and dailies to make Cypher Console upgrades
5. 
   
6. You need to complete the [order-advancement=1931] upgrade to unlock the [npc=184172]
7. 
   
8. After you complete this upgrade, summon Pocopoc and he will give you the Protoform Synthesis quest
   This quest will bring you to the forge

• To craft each pet/mount you need to farm 300-500x[item=188957] & 1 green & 1 blue extra reagents like [item=189156] / [item=189159]

  Most reagents drop from mobs in the Zereth Mortis so just check the Dropped by tab on wowhead and farm the related area/mob
  Sometimes they can be bought from vendors or found in treasures, but you can't avoid the grind
  You need to farm [item=188957] & Blue reagent. The green reagent can be bought and sold on AH
