To be absolutely clear, it is BEFORE you enter the ruins! As you cross over a bridge before coming to the ruined gateway, there is a staircase on your right going up. That's the way. Up there, halfway along the gallery, there's a smaller bridge to your left which leads to the gallery where he is.

- if you start from the "Illidari Stand" goes to the East. at the first crossroads goes left, the next left again und then the next right.
