During The Soulbinder, buff yourself with a [item=168099] before the fight. Turn away from Moon Priestess Liara and jump repeatedly to maintain distance from the effects of [spell=301773], until the spellcast expires.
Haven't found anything on this character, I also thought she might have been an order hall or garrison follower. She just happens to share a name with a famous NPC from a particular scifi FPS, and this does not seem to be a reference to that.
