My GM ticket about the bugged fight getting no loot for anyone or achievement:

Hey there!
I appreciate you taking the time out of your day to contact us, and hope this finds you well!
Right, so in regards to Skulloc and the Iron Docks instance. It appears that the end encounter will not always generate loot or award the achievement once completed. This occurs when Skulloc is downed before Koramar and Zoggosh. However, when Skulloc is downed last, it appears that the loot and achievement do generate correctly.
Although this is likely not intended, that is the current work around until our devs can take a look at the encounter and provide whatever tweaks are needed. For any previous encounters you may have had with Skulloc where you didn’t receive loot, it is because the game never generated any-which also means that there is no loot that Game Masters would be able to distribute.
I know that can be a bit disappointing but I hope that it at least explains the situation and what you can do in the future to avoid it, at least until the devs can fix the bug!

Thank you for taking the time out of your day to contact us about the Skulloc encounter on the Iron Docks. It appears that we have received a number of reports that loot may not be distributed when powerful characters defeat this encounter too quickly.
The first problem arises when Skulloc is downed before Koramar and Zoggosh. So be sure to kill Skulloc last.
The second happens if you kill Koramar to quickly. So be sure to burn down his HP bar slowly!
We realize that situations like these do slow down your play experience and because of that we are looking for better long term solutions. Until then please consider using these as a current work around until our devs can take a look at the encounter and provide the tweaks that are needed.
For any previous encounters you have had with Skulloc where you didn’t receive loot, it is because the game never generated any-I‘m afraid that this means that there is no loot that I, as a Game Master, would be able to distribute to you and your team. I know that will be disappointing, but I hope that it at least explains the situation and what can be done in the near future to avoid the bug while it lasts!

Overview
Skulloc attacks with fierce melee strikes, alongside the warrior Koramar and First Mate Zoggosh in a mechanized turret. Periodically, Skulloc slams the deck, knocking players to the rear of the ship as he begins to unleash a withering Cannon Barrage.
Damage Dealers
- Quickly hide behind cover when Skulloc begins Cannon Barrage, working your way towards him during lulls between volleys.
- Do not linger near the rear of the ship during Cannon Barrage, or Backdraft will incinerate you.

Wait, is it Skulloc or Skullok? The NPC page has the former name, but the heroic dailies got with the 'k' in the end. I bet it's with the 'c' as it's the same on the achievement's description.
