T'zane is the kill target of Smoke and Shadow, an Epic Elite World Quest added in Battle for Azeroth. The game draws the world quest marker in Nazmir at 35.4, 32.1. Nearest flight points: Zo'bal Ruins, Nazmir (Horde, about 450 yards south-east); Redfield's Watch, Nazmir (Alliance, about 910 yards north-east); Grimwatt's Crash, Nazmir (Alliance, about 1,090 yards south).

If you can't see anybody and the boss either, when you are in the right war mode setting for the raid, it is because you are phased in this area. You are phase in this area because you have unfulfilled quests right at this Necropolis. To fix it abandon those quests.
