I don't think it was, the sentence is saying "...can be looted from Satchel of Surplus ore, and that satchel costs 600 Artisan's Acuity." in a slightly wordier way.
Yep can confirm as I won it in LFR. The only thing I've won in LFR btw xD
does anyone know if this could drop for non jewelcrafters? I've been farming this in different difficulties for weeks now and still haven't got it ;-(

Ie I have a character that had this known. Can he add jewel work on other people neck and rings or is it just for one character?
with this recipe you will create an item, that you can sell on AH or trade to others. then they can do whatever they want with it...
there's quite the AH profit to be had from this recipe, question is what are the odds of the design dropping from your first satchel bought? because 600 is a hefty price, one you could spend for much needed knowledge points.... also it looks like you linked the same satchel item twice, was that a mistake?
Does anyone know if this can be looted more than once if you are a JC? Like if you got one, sold it and went again next week?
It's group loot, not personal. So it will show up for anyone regardless of profession. JCs can need on it, non-JCs greed. The drop chance appears to be 10%, based on Wowhead, and then you have to hope you win it against other JCs. RNG being what it is, you're better off farming the gold and just buy it off the AH instead as a sure thing rather than relying on luck.
You are correct, don't know why someone downvoted you. Getting high end plans in a group loot situation is the worst possible way to acquire it and it is a direct "F" you to the players. It's not a mount or something cosmetic, it is the most valuable thing a JC can sell.
