There does not seem to be a vendor that sells tailoring supplies in Valdrakken. I'll Edit this if someone finds one and tells me.
The one you're probably looking for is needed to buy a biscut from Warrant Officer Tracy Proudwell for the quest Digging for Prayer Beads. The closest vendor is Hama. She's upstairs in the Inn in Honor Hold.
If you guys want it for that one quest in Outlands to give the dumb dog a treat, look around the outside of the Inn for a Dwarf that's a leatherworker, he sells it.
