I got this at lv 31 on my rogue. my friend had been telling me "CHANGE TO COMBAT IT'S BETTER!" Well i never had a reason before, but when i got it i respecced. at about lv 37 i opened a lockbox and there was something better so its not too great. it procs pretty often though i could count on it every two mobs.
He was saying at lvl 37 he found something better then this in a lockbox.......

I can confirm that this sword can once again be obtained from [npc=4132] in the flooded Thousand Needles.
Be aware that the rare is underwater, stands in the middle of a questing area, and will evade your attacks unless you swim very close.
It took me around 30+ kills to finally get the sword. It dropped along some random green BoE. Good luck and happy farming!
MJ confirmed to me that it still drop to the same mob, so just be patient.
Used to drop out of Silithid ravager in 1k needles; looks like he has been "upped" in levels, so this blade will not drop anymore.
Lockbox? This drops from a Rare spawn in Thousand Needles.
Wounds the target causing them to bleed for damage over 30 sec.
