Upon approaching the quest turn in, a dwarf (most likely a fellow competitor in this hunting competition) declares:

The quest drops off an NPC Haraam the Fool who can be found west of Embaari Village. Turn it in to Aruuna, an NPC Tanner found nearby and get the quest Friendly Competition.
Currently in Warlords beta, Haraam drops the quest items for Friendly Competition.
