Champion, I require your aid. It seems Helya has shown her hand.
Steel yourself then come to me.

With the new patch there is a raven by the Dalaran flight path that will offer this quest. Unfortunately the quest isn't obtainable until the Trial of Valor launches.
Update 11/8: The quest is now available from Muninn in Dalaran
What's the purpose of this quest line?
Anyone know how to start this one? I've went to both Muninn and Havi, neither had any quests for this.
Currently 15490/21000 revered with the Valarjar.
EDIT: Blizzard CS confirmed that it will be tied to the Trials of Valor somehow. Should be available around the raid's release.

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

It is time I told you another tale. While you listen, would you be so kind as to pour me some grog? I've grown a terrible thirst. The keg is very old and the tap is a bit slow.
Deemed Worthy has 4 steps, from A Call to Action to Trial of Valor: Odyn's Favor.
Maps its steps are placed on (steps per map): Stormheim (3), Trial of Valor (1).
Steps, storylines and map placement from the client’s QuestLine, prerequisite and QuestPOI data; neighbouring quest text is Blizzard’s own (quest API), shortened to its opening sentences.
