TheWoWDBI didn't go through the portals listed in the quest (because they were optional), but when I got to Dalaran he wasn't there. I then followed the portals listed in the quest and he was there this time to turn it in. In case anyone else gets frustrated on why he is MIA.

That is one terrible completion text joke, blizz.
It took me about 10 minutes of re-reading and pondering to remember something Xylem had said during the quest. When you confront him in his tower, he says something like "attack them, apprentici" - he used apprentici as a plural, like how octopus = octopi.

Description
Xylem may have escaped, but a trace of his portal remains. Now that you have freed his apprentices from his corruption, I will set them to work trying to find a way to reach him. Once I find something, I will alert the Kirin Tor. I only ask that when you do confront the Archmage, that you try to spare his life. I believe that the good man he once was still exists beneath the shadow that has taken him. Farewell, {name}.
