A great place for Stonehide Leather if you are starting out as a skinner and around level 99 is Aszuna, just North East of the Azurewing Repose Flightpath. Here you will find Liothien Foxes whio are level 99 and no hostilr.

As of Patch 8.0.1, if I relearn professions, ( so far on Inscription and Leatherworking ) I can't learn the legion bracket, the Q doesn't show up for me. Buying the 1000 g book and learning that opens up all the quests. Perhaps this helps people.
