Not sure as of what patch, but for sure as of 8.0, this quest is bugged. The phasing going on because of the pre-patch Teldrassil event has made it so that you cannot grab any of the octopi before they phase out. You can only even SEE them when you are in "Teldrassil" according to the game, but you can't reach them before phasing makes them disappear. I have put in a bug report to Blizzard - hopefully they fix it sooner rather than later.
In the waters right outside Ruth'theran village.
They're swimming around, sort of hard to miss if you have you have graphics turned down.
Too bad these aren't a pet! They're so cute :)

Description
Have you ever eaten octopus meat? It takes some getting used to, but it's my favorite! I even know some people who like to eat the whole thing while it's alive! I don't plan on trying that anytime soon, but I am out of fresh octopi at the moment. Will you help me gather some more? They live in the shallow water off the shore near Rut'theran Village.
