Update: They seem to have balanced all the dungeons to give you 5 no matter what, just giving you more from the final boss so this original comment is mostly unnecessary now.
You get one drop per boss kill in a legion dungeon, any mode.
If you want to minimize your DPS queues, plan your dungeons out perfectly so you don't have to defeat any extra bosses.

You won't get a follow-up quest (Jump-Capable) until you've also turned in [quest=42732]. Note: You'll need to start the 'Obliterium Forge' quest line before that will appear. You don't have to unlock the forge, but do the stuff with the burning wagon if you are stuck at this stage.

These drop off normal, heroic, and mythic mode. If you were lucky enough to get good drops in mythic this week and you want to blitz them you can get all 15 in normal in less than an hour. Here is some more text because it said it was too short...so how is everyone doing? Liking legion?

Description
All Legion constructs, including the Fel Hammer, are powered by souls. If we are going to take the command center to Niskara, we are going to need some very powerful souls, indeed! You are a very creative person, {name}. I am certain that you will find a way to get what we need from the right sorts of creatures.
