You summon this guy by extinguishing the nearby candles.
Oenia Skyhorn is nearby with quests relevant to the cave, if you've not yet done them.Hertha Grimdottir - located alone in a tiny cave east of the N in Crimson Thicket, in Northern Suramar. I hadn't yet done much or Suramar, so there may be closer FPs, but I flew to Lorna's Watch in Stormheim and followed the road south into Suramar.
Does not need to be summoned.Theryssia - located just North of [npc=110401] in the graveyard surrounding Black Rook Hold. following the road from Bradensbrook across the water and up to Black Rook Hold. The closest FP is Bradensbrook, Val'Sharah.
You summon her by clicking on the Plaque on her huge gravestone.

You have to find and defeat three rare mobs:
- Devouring Darkness located in Highmountain in a cave with kobolds, entrance is at 55.1 44.2, follow the way up, there you'll see candles, blow their lights and mob spawns. It may be already spawned, so you dont need to do anything. Devouring Darkness is also a part of Adventurer of Highmountain and can drop [item=131780].
- Hertha Grimdottir located in Suramar in a cave, entrance is at 61.3 39.7. Hertha Grimdottir is also a part of Adventurer of Suramar and can drop [item=121737]
- Theryssia located in Val'sharah at 38.0 52.8. Fly to Bradensbrook and follow the road to Black Rook Hold. There you'll see a massive gravestone iwth a tablet where Theryssia wrote. Press it to recall the mob. Theryssia is also a part of Adventurer of Val'sharah and can drop [item=130136]

This wasn't obvious to me but this quest requires you to be level 110. I completed Working with the Wardens by level 107 and was a bit stumped trying to figure out why the follow up wasn't available.

Description
The way I see it, the Wardens owe us for all of those years we were imprisoned. Unfortunately, their new leader, Sira Moonwarden doesn't agree with my assessment. Even though your champions have already dealt with several of their escaped bounties, she wants more. In fact, as a sign of good faith, she's asking that you deal with it personally. You'll have to extinguish the flames of the kobold candles to summon forth the Devouring Darkness. The other two should be more straightforward.

I did some recon in Stormheim. What I discovered is that the Tideskorn are a tribe of vrykul who have been cut-off from the sea by their kvaldir brethren. Many of the Tideskorn have pledged their services to the Legion and become Felskorn.
