It looked to me like this quest ran into a dead end but it did actually unlock The Great Detective for me, which is available from Alyx at the Anniversary Pavilion.
Previous: Thoughtful Pursuits
Thus ends the tutorial for Guest Relations.
Next: The Great Detective (chapter 1 of I Saved the Party and All I Got Were These Lousy Hats)
Also unlocks:
Celebration Crates (Crate Insurance Agent), starting at [npc=226683] with "Do you have any harder challenges?" The first crate, which has no Ransom Note, is Hazy Celebration Crate (although at this point they can be done in any order).
Local stories (Assistant to the Assistant Guest Relations Manager), staring at the [object=467403] next to her, which leads to Deck Dismay (although at this point they can be done in any order).

Description
You seem quite equipped for solving secrets now! As much as I expect Maru would want to come with you, she's far too young. Fortunately, we Tuskarr have an incense that lets our souls communicate across long distances. I keep a stock of it on me if you need. As a friend of Maru, I will only charge you for the cost of materials.
