Wrathion is not giving me the quest at this location, and I have done the quest before it in the chain. I found a random YT video showing him at 61, 73 for this quest and I have found Wrathion there. He doesn't have the quest but Vyranoth is beside him with the Cavern Cleaning quest. I am going to do that and see if this quest unlocks from him then.
