I made the mistake of accepting Broken Traditions, Broken Bodies before handing in Academic Aquaintances - which seemed to bug out the quest and resulted in the quest giver disappearing. Abandoning the quest (Academic Aquaintances) did not help, but I abandoned Broken Traditions, Broken Bodies and that worked. The quest giver popped back up and I could hand in the quest.
So, if you cannot see the quest giver and have Broken Traditions, Broken Bodies in your quest log -THIS IS THE ISSUE! Abandon it and you will be good to go.

You can only do either Academic Aquaintances or What of the Winterpelt Clan?, but not both.
If you pick up the quests from Garz you can't do What of the Winterpelt Clan? anymore.
If you pick up the quests from Sonova Snowden you can't do Academic Aquaintances anymore.
But you have to do quests from either one to get the breadcrumb quest that leads to the other NPC.
I don't think this is a very common language because I can't seem to find the NPC to turn in this quest :S

Description
Aye, this Winterpelt variation on furbolg is provin' to be a tough nut to crack even for me. I've got some colleagues down in Camp Nowhere who might be able to help. I hear there are other furbolg tribes in the area, and comparin' notes on those dialects might give us somethin' to go off of.
