This is the repeatable form of the Academic Acquisitions quest. You get 1 language skill point for every 5 artifacts. So, start farming. My personal favorite place to farm these is /way 72, 36. The Mountain shapers have a 100% drop rate.
To track your language skill, open your spellbook and hover your mouse over the "Languages" icon, on the first tab of your spellbook.
I Highly recommend installing the old addon "Turn in". Activate it and then you can "check mark" Sonova Snowden and the appriprioate quest for automatically handing in all those Academic acquisitions :)
The elite ritual scouts/guardians nearby (/way 77, 39) drop 5~ per as well.
