I got this quest for a second time months after completing the whole Ancient Waygates quest line. Really weird bug.
There's a small, almost transparent swirly on the ground near the waygate you want to empower.

What to do
Description
The waygate sits just behind me. There is no way to tell how long we have until the waning enchantment on this vessel fades, or even worse, breaks. That amount of unstable energy being released could be catastrophic. Shall we continue?
