TheWoWDBThrow the device at the Highborne mobs in the Ruins of Eldre'thar and sometimes you get an angry spirit attack you and sometimes you'll get a bound spirit (they look like wisps). I had a real streak of bad luck when I did this quest and the first 10 minutes all I got was angry aggro spirits, but eventually I got the bound spirits. My advice is to keep trying if all you're getting is angry spirits.

Description
The rage of the elements has unearthed a hidden Highborne city in the heart of Stonetalon Mountains. Directly southwest of here, through Sishir Canyon, you will find the Ruins of Eldre'thar. Within the ruins lie treasures untouched by mortals for ten thousand years! Take this device and use it on the Highborne ghosts that inhabit the ruins. It will... put their souls to rest and also collect valuable data which I may peruse at a later date.
