Quest only available to you when you choose the Artillery Tower.
Won't show up when you got the Arcane Sanctum.You can later switch an outpost in a zone, at level 100, for 10,000 gold.
If you have gotten a follower from one questchain, you cannot redo the alternate questchain for a different follower.
Changed. You now can change your building then do the new follower quest chain to get that follower. I just did it today to get Miall.
Or better just buy her contract with 5k from Deluwin Whisperfield.
