Just an fyi. This information is stated in the comments for the first quest of the quest chain, but I'll restate it here for convenience.

The garrison has to be the Arsenal, not the Arcane Sanctum, to get this follower. But you can do this after changing the garrison to get this follower.

Where to go

Pins are the quest’s own POI points from the current retail client, projected onto the in-game zone map. The game marks one blob as the quest’s turn-in; the rest are objective areas. Points that fall outside a map’s window are dropped rather than guessed at.

  • The Only Way to TravelTalador · Level 20-40

Call me cautious but I kept a few flares just in case we needed to evac. I'm glad that wasn't needed but we could still use the ride back to the arsenal. Are you ready, sir?

After this quest

Taken from the storyline's own step order.

  • An Audience With The ArchmageTalador · Level 20-40

Your Arcane Sanctum is coming along nicely, commander. Everything's built to spec... except for one detail Gazlowe scrawled in at the bottom of the blueprint. "Don't forget to connect the sanctum to the ley line network!" I, uh... I have no idea how to do that.
