Talk to the guy by the landing pad near where you get this quest, he will tell you how long until the next assault. When the timer is up, a squad of riders will head out to Bash'ir Landing, they stop at the Bash'ir Crystalforge (the same place you trade in shards for the magic buff potions). So if you aren't present when they take off, you can just meet them there.
There is no quest to accept for this as far as I can tell (though I'm only friendly with the Skyguard). What happens it that waves of monsters start attacking the crystalforge area that the riders landed at. You fight them off as long as you can, at "checkpoints", the main researchers sends off a flare that calls an NPC. The NPC sells 4 different buff potions for 10 apexis shards each, (don't recall all of them, things like +20 crit rating for 2 hours persists through death). They are similar to the other potions you can buy with shards, they only work in blade's edge and Gruul's Lair.
After that drink NPC came, the waves of monsters became entirely elites and we were overrun (there were 5 of us fighting aside from the NPCs).
I'd imagine the longer you fight, the more checkpoints you reach and different things happen (like more vendors with rare stuff or something). 5 was not enough people to do this (though we weren't all partied).
I'd suggest getting as many people as possible to do it, use general chat to call for help from the whole zone if you can. The rewards seem to affect everyone who is present.
Hopefully some of you out there will get farther than we did and can share what happens later on.
One last thing to note is that once we were overrun the potion seller disappeared, so it seems you can only buy things during the fight, not after (unless you win, I'd assume).

No comments offered specific names for elite mobs so some error is very likely. A Boss loot table is available for the Bash'ir Reckoner which is actually random world drops for this zone. The final boss is called The Grand Collector who has no loot table.
Survival of the NPC vendors is mandatory for completion of all three Phases. **NPCs cannot be healed.** An easy way is consecrate, and they won’t ever get hit except by the last boss's AoE bolts. Using two forces to 1) defend NPCs and 2) assault the waves of spawns will need to be organized.
We recently attempted this with a balanced group of 15 (3 tanks; 3 paladins; lots of ranged dps) Kara/Heroic geard players and vent. We only had one death at the end of the event, but unfortunately the NPC died from the final boss. During each phase, the mobs will spawn in a 180° arc a short distance from the NPC. If you keep your two teams close to the NPCs, the mobs will come to you in groups of 3 or 4 which helps to avoid body pulls.

**Phase I begins with a number of non-elite Flesh Beasts (maybe 10-15). Then the Bash'ir Flesh Fiend (72elite)(80k health) spawns.
After the Bash'ir Flesh Fiend (72elite) dies an NPC arrives and fires a flare which causes the Aether-tech Assistant Potion Vendor to spawn, and begins Phase II.
**Phase II begins with many (20ish) Bash'ir Subprimal (elite)(12k hp) which spawn nearby. Things become somewhat hectic at this point. It did not appear that they all attack at once, but are either pulled or proximity aggroed.
After a short time, non-elite Disruptor Towers (70)(28k hp) surrounded by Bash'ir Controller (elite)(16k hp) spawn at a raged distance. The towers will fire AOE bombs on the NPC. Using ranged DPS on the towers will minimize the number of Bash'ir Controllers aggroed during this stage. As each tower is destroyed, the four Elites arround it will aggro on the NPC. Destroy the towers one at a time and be prepared for each group of Elites. Destruction of the Disruptor Towers will cause the Aether-Tech Adept Gem Vendor to be summoned and begins Phase III.
**Phase III begins with waves of hard-hitting elites (?Bash'ir Reckoner 36k hp?) They are immune to most/all cc and occasionally spell reflect. After a short period, the final boss The Grand Collector will spawn, however he is not targettable. He will stay at range and continually summon a bunch of harder elites, kill them off and after another couple of minutes he will rush into combat and can be attacked.
Have someone tank him, and the rest of the raid needs to control the elites as they will continue to attack the NPC. He has quite a lot of health and takes a good amount of time to go down. He doesn’t hit the tank too hard, however he does an AoE that does about 1500-2500 per person, and has no target limit. Time is a factor, as this will eventually kill the NPC at the forge and end the event.
After killing the Boss, the Aether-tech Master Vendor spawns.
The loot table for the Boss listed on various sites is incorrect. He may drop an Ethereum Prison Key, but any other loot listed is random world drop for this zone.
You will need a group of atleast 25 to complete this event, I suggest you bring 30 or more and be organized.

Kill him several times, as he seems to regain his powers, and protect the npc's.

If you do want to complete this event and are not enough players, you can team up with the other faction to have enough manpower to defeat the spawns.

Heya, boyo! Up fer some fun are ye? Every couple o' hours, me aether-techs launch an assault on Bash'ir Landing, far ta the northeast in the Blade's Edge Mountains. They say that they're there 'studying' the Bash'ir crystalforge, but it's an assault; there be no two ways about it. We use the crystalforge to resupply, and there's always extra to be sold. Go on down ta the landin' pad and speak with the aether-tech apprentice. He'll tell ye when the next mission is ta launch.
