TheWoWDBOk, i haven't seen a single comment on here telling you how exactly to get this particular quest so I am going to tell you.
Start with :
- http://www.wowhead.com/?quest=10984 (Found at 65,68 in Shattrath Lower City)
Once you speak with that Ogre you will go do this quest :
- http://www.wowhead.com/?quest=10983 (Found at 55,44 in Blades Edge Mountains)
This ogre will give you 3 quests at first. Do all of these quests :
- http://www.wowhead.com/?quest=10995 (Found at 61, 47 in Blades Edge Mountains)
- http://www.wowhead.com/?quest=10996 (Found Patrolling around http://www.wowhead.com/?npc=20600)
- http://www.wowhead.com/?quest=10997 (From the Terrokar Map Coords are 12, 18, just north west above Shattrath (Flying mount NEEDED to get here)
These 3 quests you do NOT have to be IN the group that killed the elites to loot the skulls or other items they drop.
After you finish those three quests you will go back to Mog'dorg the Wizened and turn them in.
He will then give you another quest :

Go back to Mog'dorg and turn in that quest and he will give you another quest :

Do that quest, turn it in, and then he will tell you to go to Ogri'la with this quest :

Once you get to Ogri'la do these quests (found at the NPC you turn in the previous quest to)

Once you finish those 3 quests you have to do a quest from an NPC in that circle called "Torkus" (can be found at http://www.wowhead.com/?npc=23316)
Do his quest called "Our Boy Wants To Be A Skyguard Ranger" :

Once you finish that quest you can go back to Chu'a'lor (the first NPC you got quests from in Ogri'la) and he will ask you to a quest called "The Skyguard Outpost"

Upon completion of that quest you can finally get "Bombing Run" :

I'm not sure why this comment is at -1, but it's definitely the best explanation for those of us with high lag (as used to be a major problem in the north forge camp) or those who can't get the hang of flying around bombing. 1. Walk/ride up to within bomb range on a non-flying mount. You should be outside of aggro range still. 2. Mount up on your flying mount. 3. Toss bomb. 4. Dismount. 5. Move away quickly from where you were standing, because the cannons will aim their fire there. You may need to clear a few demons, but this works especially well with the Banish More Demons quest.
You have to complete the entire quest chain from the Bladespire Supplicant before this opens up. "The Relic's Emanation" is the end of the quest chain, not "Ogre Heaven". This means that you still have a few more quests in the chain to complete even after you are declared to be the King or Queen of the ogres. Description
You have a flying mount... so what! You think you have what it takes to use it properly? Forge Camp: Wrath and Forge Camp: Terror, to the north and south, are a major pain in my backside, as well as being a threat to peaceful Ogri'la. With all of those fel cannons shooting down the Skyguard left and right, we can't get through there to take care of business. You want to prove yourself? Take these bombs and knock out their ammo stacks. Just don't let them shoot you down, too!
