Make sue you are targeting a "Bladespire" ogre before you start. Using it on the bloodmaul doesn't complete the quest. The range issue isn't that hard. I had no problem doing this as a 68 warlock. The ogres have eyes in the back of their heads for beer apparantly. You may try setting the beer behind them, if you are having a problem finding a place where they can see the beer, but not see you. I never bothered to find ones who were moving. The stationary ones found it just as easily.

You can stay just out of aggro range and place the mugs next to the Bladespire ogres (the North ones) and they aggro and you get credit for them. If you place them too far from the ogre or if you aggro the ogre first, you get no credit.
