You cannot get and therefore complete this quest if you have completed the equivalent quest before Cataclysm.
(I don't know the link to the former quest, sorry)

I just spoke to a GM about the issue. He told me that I had already completed the quest before cataclysm hit. He explaned to me that they took the old quest and made it to the last part of this questline. So theoretically you completed the last part of the quest chain before the other quests. Sounds funny and to me is very odd storywise but technically it makes sense to me.

I hope this information is useful to others.

Are you guys doing these quests with your old characters? Because I've run into it numerous times with my lvl 80 main (who already has Loremaster, but I'm a completist). The issue seems to be that when they revamped certain quest chains not all parts of them were changed. So for example the last part of this chain is probably the same quest as before - meaning I've already done it.

Description

<After pulling the barrel free from the muck and opening it, a silvery figurine is found packed in fine straw. It depicts a young, long-haired paladin with hammer upraised. This must be the Menethil statuette! You must now return it to Karl Boran in Menethil Harbor.>
