No bar to fill, jumping like an idiot and nothing. A once great game turned into trash. Oh the irony. It is so sad to see. Update, as 14.5.25. Quest live and still would not work for me. Therefore, my original comment stands....Trash!
If there is a world quest active nearby this quest wont let you interact. Go do the nearest world quest, come back and jump up and down on top of the bin (not in the car) and the quest should then complete.
