The Enraged Cliffs you need to kill are the huge elementals that are on the mountains' edges throwing rocks. Be careful cause they throw you up and let you fall and when they die they spawn 2 smaller mobs.

A strong tip for those doing this quest. This has got to be the most respawn heavy quest areas with hard hitting mobs and a lot of them attacking you at the same time. Strongly advise using your dragon to fly to where the 4 Enraged Cliffs are at otherwise you're going to get overwhelmed by the smally flayers in the area leading up to them. They respawn rather fast (literally will spawn while you're fighting the next group) and they hit fairly hard too. The Enraged Cliffs themselves have a good chunk of HP (at lvl 61 doing the quest they had roughly 120k HP each) along with both stuns and spells that toss you up in the air BOTH with relatively short CDs too.
If you don't have a class that has a slow fall ability (i.e.: Mage, Priest), invest in Goblin Glider Kit; they've saved my bacon a time or two.
