TheWoWDBResearched [order-advancement=448] and suddenly this is available. Now I'm a bit confused!
Edit: Seems to be probably linked to that level of order hall upgrade and probably appears whatever choice you make. Anyhow, nice to have more ways to get mission success! :-)

There isn't really an Alliance/Horde side in the order halls.
On the horde side there is a mob standing just outside the room with all the lightspawn and Saa'ra in it. Her name is Sister Oriel. Talk to her to request a blessing.
