Fel Blood will drop from almost any demon in the Broken Isles. I found the easiest way to be at the Faronnaar Front just southeast of the Illidari Stand in Aszuna. A lot of these demons will be half dead already.
It won't drop off demons outside the Halls of Valor in Stormheim. I should also mention that the game seems to take you there because there is an item called Fel Blood you can pick up, but it just gives you a debuff that gives 10% increased damage given and taken, and it doesn't give credit towards the quest.

The easiest way to finish this quest is head to Illidari Stand in Azsuna and tag the demons attacking the demon hunters.
The demon hunters are pretty efficient at killing them and there are also turrets to help/
In Legion Remix the best place is to do the Broken Shore Scenario. You can start it by talking to Eternus. I got the all the bloods there.

Description
We have a request in from Winstone Wolfe. He says that he needs a rather large amount of demon blood. He was not specific what for, and I did not ask. I am inclined to do this for him with all expediency. The Wolf rarely asks for anything, so when he does, we jump. He gets results, one-hundred percent of the time and then some. We should show him the same professional courtesy.
