This is a level 20 quest, so if you are doing this as an 85, make sure that you have low-level quest tracking turned on. Vin is found behind the orphange on the sidewalk, with a Gilnean-style dog standing next to her.
The balloons are attached to sidewalks and pavement at ground level and sparkle.
It would have been cruel, but extremely funny is Deathwing flew by and ate her. Seriously though, Blizzard should make it so that she will be randomly spotted floating around in various areas - maybe like a rare spawn. By simply popping a couple of the balloons, she floats back down to the surface, then you are offered a good reward in mail (perhaps from her father)

Please, mister, you just gotta help me! Father bought me a bunch of balloons from the Darkmoon Faire. They're magical, you know, and never lose their floatiness! There's just one thing... A gust of wind blew them out of my hands. They're scattered all over Stormwind! I'd chase after them myself, but this city's so big I'd get lost for sure. Can you find them for me before they float away? Please?
