I was getting this quest icon on my large map (when you hit M) but didn't see it on my minimap, Tyrosus wasn't there standing by the long table. Tried reloading, still didn't work. But I left using the Dalaran portal, and a paladin named Justicar Julia Celeste appeared next to me and asked me to return to the chapel, the Growing Power quest. Once I came back, Tyrosus was there and I was able to start this quest.

Description
Highlord, there are still weapons that you might obtain to help you defeat the Legion. We have kept a close eye on them during your time on the Broken Isles. I would be happy to review them with you if you wish.
