I had already completed the quest, when another JC won a roll for the quest item. I was not able to see the quest item at all, so this looks to be one-time deal.
I was using Carborite and had all items in my bags. Question mark wouldn't appear for me to click on. I logged out, turned off all addons, closed the game and relogged. Opened quest folder and there it was ready for me to complete. RE
