During the A.z.e.r.o.t.h Invasion, he can spawn at roughly 64.41 for whenever somebody gets a Pylon or Lightning Conductor Task.

Just chill there and with a little bit of luck, he will spawn next to you.

If you turned this into Soridormi after getting the quest, which involves doing things during Phase 1 of the time rift and then he just runs up to you, and you are confused as to why you told Soridormi 3 times in dialogue you'd keep it as a pet and then she just keeps it anyway, It's because Boffins is the reward for the achievement as a whole and Boffins is a toy not a pet.
