Just did this on my Shaman. The quest is from Orono at Deliverance point. I had to first accept the quest Armies of Legionfall from khadgar on the landing flightpath area in dalaran. This was to get the NPCs at deliverance point to appear. I then needed to accept the quest Champions of Legionfall. Once accepted, the quest A Humble Request appeared back at shaman base. Follow that quest chain to obtain Magatha as a champion. Once that is done, go back and turn in Champions of Legionfall. After that Orono will now have the quest.
Side note, if done during prepatch for TWW you may have to complete the two pre patch quests like harbinger quest if khadgar isnt there.
Side note 2, this was done on my character who did not do the whole broken shore campaign, that was done on another character on my account, so be sure that youve done it on someone and this should work.

- Carried On the Wind - go to your order hall
- Gathering of the Storms - talk to [npc=106521] to start the scenario
- Defeat [npc=120130] (interrupt his [spell=239455]), [npc=120129] and [npc=120128]
- Step on one of the little whirls to start the dialogue.
[spell=241852] will be added to your mount collection automatically.
Its color depends on your specialization:
Elemental: fire/red, Enhancement: air/white, Restoration: water/blue
