TheWoWDBJust to clear it up. I searched everywhere after completing the Breaching the Tomb questline and also the Champions of Legionfall Champions of the Legionfall. The quest 'Carried on the wind' is picked up by Orono at deliverance point. Then off to your Maelstrom to speak with Consular Celestos.

I was in Sandstone Drake form when I completed the quest, so the cinematic used that form to show me being placed on the mount. I've uploaded a screenshot for your amusement.
As of today, it seems like paladins and mages, shamans can't get the order hall mount because of bugs/unfinishable quests either (I have only tested those 3 for now).
Pretty good for the first day of the patch...For shamans, starting the scenario will just prompt you that you do not fill the requirements and, if you're unlucky, flat out disconnect you.
