Note the presence of THREE secondary stats on each cloak... Also no garbage stats like expertise or hit, making them great items for late expansion gearing.
You can buy extra legendary cloaks from the vendor [npc=70436] located in the Tavern in the Veiled Stair for 10,000g.
Being exalted with The Black Prince gives you a 20% discount which is additive to the level 24 guild perk "Bartering" (a 10% discount) for a total discount of 30% or 7000g.
Edit: Cloaks are unique right now, maybe in the near future you will be able to hold a 2nd one in your bag.

Description
We have what we need. I can create an item that will harness the power of the celestials and, with a little work, may also be able to contain some of my own. Meet me atop Mason's Folly, east of the Tavern in the Mists in the Veiled Stair, where we've met before. You will be delighted with the results!
