Command of the Seas

Command of the Seas is a legendary quest for level 40. It rewards 1,350 experience and money.

Description

Gul'dan wasted no time integrating his Shadow Council minions into every rank of the Iron Horde. The naval fleet that once owed loyalty only to Grommash is now his to command. If we want to fight back, we're going to need more than just a couple of transport ships. We must build an arsenal.

We need your expertise, commander. Upgrade your dockyards and create a fleet capable of dominating the seas!

You must complete the tutorial in the shipyard and the quests I Sunk Your Battleship and Upgrading the Fleet before you can upgrade your shipyard.
I Sunk Your Battleship requires you to farm reputation with Hand of the Prophet (Alliance) or Vol'jin's Headhunters (Horde) to honored in order to buy the blueprints for the Battleship.
Upgrading the Fleet requires you to complete 15 Naval Missions and rewards you with a Level 2 Shipyard that can hold 7 ships (up from 5) and the blueprints for the Submarine.

I have "Sunk your Battleship", but never received "Upgrading the Fleet" or "Command of the Seas". A guildie already had Command of the Seas when he got Sunk your Battleship.
