Don't go looking for the blueprint at your harbor. It is purchased directly from Shadow Hunter Denjai inside Vol'mar Hold in Tanaan Jungle for 495 gold, you must be honored friendly (as of 01 July 2015) to buy it. After you purchase, learn it, then finish the quest with Denjai, and get absolutely no reputation, YAH!
